House rules — how the inbox stays honest

  • It's a reading room, not a leak and not a login. These emails are public records: nearly all were requested from the District, reviewed and released by the District under the Public Records Act; the few that weren't were sent by the District to the county's retail providers, who shared them with us — each message's source line says which. The mail-client framing is just a way to read them the way they were written — one message at a time, in order.
  • Nothing is edited except redactions, and redactions are visible. Customer names, home addresses, employee test-home locations, device identifiers, and internal network details are replaced with marked [redactions]. Typos and phrasing are the record's own. Where a long thread is trimmed, the cut is marked […].
  • Stars and violet notes are ours — and only ours. A ★ means this site flags the message as key evidence; the violet box says why. Both live outside the record and are labeled as commentary, so you can ignore them and read the raw text cold.
  • Every message names its source file. Check any of them against the full release on the Documents page — don't take our curation on faith.
